Insights

Ameren Missouri's filing signals strategic positioning for industrial growth that could boost revenues while navigating new regulatory framework under Senate Bill 4.

Ameren Missouri's filing with the Missouri PSC represents a strategic positioning in anticipation of increased energy demand from data centers and advanced manufacturing facilities. The Powering Missouri Growth Plan is directly tied to the recently passed Senate Bill 4, which takes effect August 28, providing the regulatory framework for this initiative.

The filing is particularly significant as it addresses how the utility will balance competing priorities: attracting energy-intensive customers while ensuring existing customers don't bear unfair costs. The plan includes specific consumer protection components to ensure new large customers pay their proportionate share of service costs - a critical design feature that reduces regulatory risk.

What's most revealing is Ameren's generation capacity expansion targeting up to 2.0 GW of new energy demand by 2032. This represents substantial growth potential and signals confidence in securing these high-consumption customers. Their revised Integrated Resource Plan demonstrates a forward-looking approach to capital deployment.

The economic development angle is strategically smart - framing the expansion as beneficial for schools, fire protection, and community services helps position the filing favorably with regulators. By emphasizing job creation and community benefits alongside consumer protections, Ameren is adopting the holistic approach regulators increasingly favor.

The timing aligns with nationwide competition for data center locations and manufacturing reshoring, suggesting Ameren sees a meaningful opportunity to capture significant load growth in their service territory. If approved, this plan could meaningfully accelerate Ameren's growth trajectory beyond current market expectations.

The filing includes several consumer protection components designed to protect all stakeholders in accordance with Missouri Senate Bill 4, major energy legislation passed by the Missouri General Assembly with bi-partisan support that will go into effect Aug. 28.

If approved by the PSC, the plan would offer a competitive, yet structured approach designed so that new large customers pay their fair share of the costs of providing electric service to them, while maintaining just and reasonable rates for all customers, and provides options to accomplish their various clean energy goals.

"Companies who use a lot of energy evaluate many factors when they are looking to locate their business in a community," said Rob Dixon, senior director of economic and community development for Ameren Missouri. "At Ameren Missouri, we offer a balanced energy mix, a reliable energy delivery system, and some of the lowest electric rates in the country.
