WATSONVILLE, Calif.--(BUSINESS WIRE)-- Granite (NYSE:GVA) announced today that the Granite-Super Joint Venture has been awarded a contract by the Northeast Ohio Regional Sewer District (NEORSD) for the Big Creek Tunnel (BCT) project in Cleveland, Ohio. The contract, a joint venture between Granite and Super Excavators, is valued at approximately $324.8 million and will be included in third quarter CAP.

The BCT is part of Project Clean Lake, a $3 billion, 24-year program that NEORSD began in 2011 to improve water quality in the region. It is the last of seven large-diameter combined sewer overflow storage tunnels constructed under the program. Granite’s scope of work includes construction of 22,300 linear feet of 20-foot-diameter tunnel and 3,115 linear feet of ancillary tunnels, including adits, an overflow tunnel, a connecting tunnel, and a dewatering tunnel. Major structures include multiple shafts, diversion structures, gate and screening structures, gate control vaults, consolidation sewers, and an overflow box culvert, along with associated sitework, restoration, and utilities. When complete, this project will eliminate 550 million gallons of combined sewer releases annually.

“The scale and complexity of this project align directly with Granite’s strengths in large-diameter tunneling and shaft construction,” said Granite Tunnel Division VP Jim Nickerson. “This is a major wastewater infrastructure project, and it will strengthen system performance and protect local waterways across Northeast Ohio.”

Construction is scheduled to begin in fall 2026 and is expected to be completed in winter 2030.

combined sewer overflow technical
A combined sewer overflow happens when a single pipe system that carries both sewage and rainwater becomes overwhelmed during heavy rain or snowmelt and releases untreated wastewater into rivers, lakes or streets; imagine a bathtub with one drain that spills when too much water is added. Investors care because overflows can trigger cleanup costs, regulatory fines, infrastructure upgrades and reputational damage for utilities, municipalities and property owners, all of which can affect revenues and asset values.
