Recent history shows multiple positive strategic and capital-allocation announcements met with short-term share price weakness, with only some connectivity partnerships (e.g., Starlink-related) seeing a positive reaction.

Recent Company History

Over the last few weeks, VEON highlighted sizable Ukraine investments of USD 1.3 billion, fee waivers on ADSs and a buyback policy targeting at least USD 100 million annually, yet shares often traded lower post-announcement. The 2025 Integrated Annual Report showed revenue of USD 4,399 million and EBITDA of USD 2,009 million alongside strong digital growth. A Starlink Mobile direct-to-device agreement in Bangladesh drew a positive reaction. Today’s Kyivstar–Starlink enterprise resale agreement fits this ongoing pivot toward satellite-enabled, digital connectivity offerings.

5 terms
direct-to-device technical
"existing cooperation with Starlink Mobile to provide direct-to-device satellite connectivity"
Direct-to-device describes delivering software, updates, data or content straight to a user’s hardware—such as smartphones, home gadgets, or medical devices—without going through an intermediary like a clinic, retail store, or app store gatekeeper. For investors it signals a company can reach customers faster, control the user experience, and create ongoing revenue streams, but it also brings responsibilities for cybersecurity, device compatibility and regulatory compliance, which affect cost and risk.
satellite connectivity technical
"Starlink Mobile to provide direct-to-device satellite connectivity for Kyivstar customers"
Satellite connectivity is the delivery of voice, data and internet services through orbiting satellites instead of ground-based cables or cell towers, like having Wi‑Fi from space that reaches remote areas and moving vehicles. Investors care because it can create new revenue streams, expand markets where traditional networks don’t reach, and offer network backup or global coverage; at the same time it involves high upfront costs, regulatory approvals and technology risk that affect profitability and growth forecasts.
4g smartphones technical
"direct-to-device satellite connectivity for Kyivstar customers with 4G smartphones in Ukraine"
4G smartphones are mobile phones that connect to fourth-generation cellular networks, delivering much faster data speeds, better video and voice quality, and smoother app use than earlier phones — like moving from a single-lane road to a multi-lane highway for internet traffic. For investors, the pace at which consumers buy or replace these devices affects makers, wireless carriers, app and accessory businesses, and retailers, influencing sales, service revenue and future growth expectations.
broadband internet services technical
"agreement to resell Starlink broadband internet services and hardware for businesses"
High-capacity, always-on internet delivered to homes and businesses over fiber, cable, phone lines, satellite or wireless networks that lets many devices stream, browse and run cloud services at higher speeds. Investors care because these services generate steady subscription revenue, require ongoing infrastructure investment, and face competition and regulation; think of broadband as the highways that carry digital traffic—its quality and cost affect a provider’s growth, profits and valuation.
multi-layer connectivity stack technical
"offering businesses a fully integrated, multi-layer connectivity stack"
A multi-layer connectivity stack is the set of hardware and software parts that work together to move data across a network, arranged in separate layers that each handle a different job like physical links, traffic routing, security, and application access. Investors care because a well-designed stack improves speed, uptime, and cost efficiency—like a building with well-planned wiring, plumbing, and elevators—making a company more scalable, reliable, and competitive in delivering digital services.

Starlink expands connectivity solutions for Ukrainian businesses and strengthens Kyivstar’s digital infrastructure offerings

Dubai, Kyiv and New York, May 06, 2026 VEON Ltd. (Nasdaq: VEON), a global digital operator, announced today that Kyivstar Group Ltd. (Nasdaq: KYIV; KYIVW, “Kyivstar”), Ukraine’s leading digital operator, has expanded its collaboration with Starlink with an agreement to resell Starlink broadband internet services and hardware for businesses and public sector institutions, such as schools, universities, hospitals, and community clinics in Ukraine. This new collaboration builds on Kyivstar’s existing cooperation with Starlink Mobile to provide direct-to-device satellite connectivity for Kyivstar customers with 4G smartphones in Ukraine.

The agreement broadens Kyivstar’s portfolio of advanced digital services and enables Ukrainian businesses to purchase Starlink Kits and high-speed internet services from Starlink directly through Kyivstar. By adding Starlink’s high-speed internet to its existing terrestrial mobile and fixed networks, Kyivstar becomes Ukraine's sole provider capable of offering businesses a fully integrated, multi-layer connectivity stack. This will help close coverage gaps in remote or infrastructure-constrained environments where reliable high-speed internet is both scarce and commercially valuable.

“This collaboration marks another important milestone in Kyivstar’s transformation into an asset-light digital operator. By adding new services from the world's most advanced satellite network into its own offering to give Ukrainian businesses something no other provider can, Kyivstar has once again demonstrated its leadership in innovative connectivity solutions,” said VEON Chief Executive Officer Kaan Terzioglu. “With combined Starlink and terrestrial network services available, Kyivstar is creating differentiated offerings that enhance business resilience and operational continuity, which are strategic priorities that drive long-term value for all stakeholders.”

“This important step expands opportunities for Ukrainian businesses. We are creating a convenient and transparent channel for purchasing Starlink Kits and subscriptions from Starlink to enable stable connectivity in the most challenging conditions,” said Oleksandr Komarov, Chief Executive Officer of Kyivstar. “This strengthens the resilience and efficiency of Ukrainian companies. In addition, we plan to develop joint offerings that combine Starlink’s satellite services with Kyivstar’s core telecom services, providing businesses comprehensive solutions backed by high reliability and support.”
