On September 29, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security issued a new rule that expands the scope of companies subject to U.S. list-based export restrictions (the “Affiliates Rule”). The Affiliates Rule will restrict manufacturers’ ability to export certain products and to provide certain parts and services to specific China-based customers without a license.

Based on our preliminary review, we do not expect that the application of the Affiliates Rule will have a material impact on our currently anticipated China-based business.
