(c) Appointment of Principal Accounting Officer

On April 21, 2026, Federal Agricultural Mortgage Corporation (“Farmer Mac”) appointed Mandy M. Talan, Farmer Mac’s Managing Director – Corporate Controller, to assume the duties of Farmer Mac’s principal accounting officer starting April 21, 2026.

Ms. Talan, age 45, has served as Farmer Mac’s Corporate Controller since June 2025. Prior to joining Farmer Mac, she was employed by Federal National Mortgage Association (Fannie Mae) as Senior Director of Finance and Regulatory Reporting from September 2022 to May 2025 and Director of Accounting Policy from June 2013 to September 2022. Earlier in her career, she was an Audit Senior Manager at KPMG from July 2010 to June 2013. Ms. Talan is a Certified Public Accountant.

There is no agreement or understanding between Ms. Talan and any other person pursuant to which Ms. Talan was appointed as principal accounting officer, nor is there any family relationship between Ms. Talan and any of Farmer Mac’s directors or executive officers.
