Rhea-AI Filing Summary

Construction Partners, Inc. (ROAD) completed its acquisition of S.E. Cline Construction, a Palm Coast, Florida-based commercial site development and underground utility construction company serving public and private projects in northeast and central Florida. Cline’s acquired operations, including approximately 60 employees and a rail-served, permitted hot-mix asphalt plant site in Bunnell, Florida, will become part of Construction Partners’ Florida platform company, C.W. Roberts Contracting, Incorporated.

The company said the transaction builds on its acquisition of P&S Paving in Daytona Beach last year and extends its presence along Florida’s Interstate 95 corridor. Cline’s services add site development and underground utility construction to C.W. Roberts Contracting’s existing asphalt paving and construction operations in the greater Daytona Beach market.

vertically integrated technical
"a vertically integrated civil infrastructure company"
Vertically integrated describes a company that owns and controls multiple steps in making and selling its products or services — for example sourcing raw materials, manufacturing, and distribution. Like a bakery that grows its own wheat, mills the flour, bakes the bread and runs the shops, this setup can lower costs, improve quality and speed to market and protect profit margins, but it also requires more capital and can reduce flexibility.
underground utility construction technical
"commercial site development and underground utility construction"
hot-mix asphalt plant technical
"a rail-served, permitted hot-mix asphalt plant site"
A hot-mix asphalt plant is a facility that heats and blends crude oil–based binder with sand and gravel to produce the hot pavement material used for roads, parking lots and repairs. Think of it as a bakery that mixes raw ingredients into a finished product for construction; for investors, the plant’s output, operating costs (especially energy and oil), permitting and location influence revenue, project timelines and exposure to infrastructure cycles and environmental rules.

Construction Partners, Inc. Completes Florida Acquisition
Transaction Expands Company’s Operations Along Florida’s Growing Interstate 95 Corridor

DOTHAN, AL, October 5, 2026 – Construction Partners, Inc. (NASDAQ: ROAD) (“CPI” or the “Company”), a vertically integrated civil infrastructure company specializing in the construction and maintenance of roadways in local markets across the Sunbelt, today announced that it has acquired S.E. Cline Construction, Inc. (“Cline Construction”), a commercial site development and underground utility construction company headquartered in Palm Coast, Florida. Cline Construction provides site development and underground utility construction services for a variety of public and private projects throughout northeast and central Florida. The acquired operations, including approximately 60 employees and a rail-served, permitted hot-mix asphalt plant site in nearby Bunnell, Florida, will become part of CPI’s Florida platform company, C.W. Roberts Contracting, Incorporated (“CWR”).

Fred J. (Jule) Smith, III, the Company’s President and Chief Executive Officer, said, “We are pleased to welcome Scott Sowers and the Cline Construction team to the CPI family of companies. This transaction builds upon our acquisition of P&S Paving, Inc. in Daytona Beach last year and further strengthens CWR’s presence along Florida’s Interstate 95 corridor, a rapidly growing portion of the state. Cline Construction’s site development and underground utility construction capabilities strongly complement CWR’s existing asphalt paving and construction operations in the greater Daytona Beach market, enhancing our ability to serve public and private infrastructure customers throughout the region. In addition, the rail-served, permitted asphalt plant site in Bunnell provides an attractive opportunity for future vertical integration and organic growth as we continue to expand our operations along Florida’s east coast.”
