eBay Layoffs Keep Coming: 9% Cut Is Its Fourth Round Since 2023

A dim open plan office with rows of desks, one desk cleared bare with a flattened cardboard box leaning against its chair

eBay is cutting about 9% of its staff, roughly 1,000 to 1,100 people by our estimate, and says its last quarter will top its forecast. Counting a February round an EU agency recorded, it is eBay's fourth since 2023, and by our reading cuts are now routine: staff grew back after the 2023 and 2024 rounds, partly through purchases.

The short answer. In a filing on October 22, eBay said it will cut about 9% of its global workforce, right after a quarter whose results it says will top its own forecast. For anyone in tech, it shows, by our reading, a growing company using layoffs as a routine way to "align its teams and resources" with its priorities, as eBay puts it. By our count eBay's four rounds since 2023 add up to about 3,300 to 3,400 jobs. This one sets aside about 40% more than the 2024 cut of the same share for severance and benefits owed to departing staff.

eBay plans to cut about 9% of its staff, roughly 1,000 to 1,100 people by our estimate, at a cost of $130 million to $150 million. Figures from eBay Form 8-K, October 2026, as of October 22, 2026; eBay Form 10-K 2025, as of October 22, 2026.

What we calculated

  • About 1,000 to 1,100 people in this round: 9% of eBay's last reported staff of about 12,300 or of about 12,000 after February and Depop, against the about 1,000 eBay counted for its 9% cut of 2024.
  • About 3,300 to 3,400 jobs across four announced rounds since 2023: the counts in eBay's filings, plus our estimate for this round and the February count from an EU agency's record of media and company reports, which eBay has not confirmed in any filing. It adds up announcements made against different workforces.
  • About 40% more severance money than in 2024: the middle of the new cost range against the middle of the old one.
  • About $126,000 to $140,000 per job cut, against $100,000 in 2024: the middle of each cost range divided by our head count estimates and by the 2024 count of about 1,000.

How many people is eBay laying off in October 2026?

The October filing gives no job count. By our estimate this round means about 1,000 to 1,100 people, and it comes eight months after a smaller round in February.

The 8-K filing, the report a US listed company files with the SEC, the securities regulator, when something major happens, says eBay's plan, announced on October 20, "includes a reduction of the Company's current global workforce by approximately 9%." It names no headcount. The last count eBay published is in its annual report for 2025: about 12,300 people at the end of that year, about 7,200 of them in the United States.

The base has moved since December. An EU agency, Eurofound, records that eBay announced a plan in February to cut about 800 jobs worldwide, drawing on media and company reports. eBay's filings give no count for that round. In July eBay also took on Depop, the secondhand fashion app. Adjusting for both barely moves the estimate.

One caution belongs right here. In January 2024 eBay called its 9% cut "approximately 1,000 employee roles" when its last year-end count was also about 12,300, so the company's own count for this round could be closer to 1,000.

The cost is a one-time charge in eBay's accounts of $130 million to $150 million before tax, "substantially all" of it severance and benefits for departing staff. Most of it lands in the October to December quarter. eBay expects the cuts to be "substantially complete" by the end of March 2027.

The filing names no country, office or team. It says decisions "are subject to local law and consultation requirements in certain countries," meaning legally required talks with staff in some countries, so the timing can differ from one country to the next. Eurofound's February record put about 50 of that round's jobs at eBay's European headquarters in Dublin.

Why is eBay cutting jobs when business is good?

eBay says the cut is about putting its people and money behind its top priorities. The same filing says its July to September quarter will beat the forecast it gave in August. eBay does not tie the cut to a weak quarter.

The filing's reason is one line: the plan is "intended to align its teams and resources with its top strategic priorities to drive long-term sustainable growth." The money saved "will be used to further eBay's strategic and operating initiatives." eBay gives no figure for those savings.

The surprise sits a few lines earlier. eBay says it "expects to report financial results for the quarter ended September 30, 2026 above the guidance ranges" from August, meaning above its own published forecasts. eBay has not released the actual figures yet, so this is its own early word on the quarter.

Measure, July to September 2026eBay's August forecast
Revenue (sales before costs)$3.07 billion to $3.12 billion
Gross merchandise volume (value of goods sold on eBay)$22.0 billion to $22.4 billion
Profit per share, GAAP (standard accounting)$0.94 to $0.99
Profit per share, eBay's adjusted measure, which leaves out some costs$1.36 to $1.42

Source: eBay second quarter 2026 results release, August 5, 2026. The October 8-K says results will be above these ranges and gives no figures.

The business has been growing. In the April to June quarter eBay's revenue rose 15% from the same quarter a year earlier, to $3.13 billion, before Depop joined at the end of July. Chief Financial Officer Peggy Alford said in August that "given the strong momentum we are seeing in our business, we are increasing our full-year top- and bottom-line outlook," meaning its forecasts for sales and profit.

The timing has a plain consequence. The good update covers July to September, while eBay expects most of this plan's cost in its October to December results.

So why cut now? eBay says the savings will go to its "strategic and operating initiatives" and does not name the teams that lose jobs or gain money. Our reading is that at eBay a layoff has become a planning tool for moving resources. This round, like the 2024 one, came with growing sales. eBay's annual report notes in its list of risks to the business that "from time to time we have announced restructuring plans that include workforce reductions, and we may make similar announcements in the future."

None of that makes the news easier for the people who lose their jobs. The filing itself warns that the plan may hurt eBay's "ability to serve buyers and sellers" and distract staff. The announcement alone does not show that eBay's sales are weakening.

eBay layoffs since 2023

By our count eBay has announced four rounds of cuts since early 2023, about 3,300 to 3,400 jobs in all. Over the same years its total staff went up, as eBay hired and also bought companies.

It started in February 2023, when Chief Executive Jamie Iannone told staff that about 500 jobs, "about 4% of our total employee base," would go. eBay filed that message with the SEC.

In January 2024 came a cut the same size as today's in share terms: "approximately 1,000 employee roles, or 9%," per that year's 8-K. Iannone's letter to staff gave a blunt reason: "our overall headcount and expenses have outpaced the growth of our business."

eBay's filings give no separate count or cost for the February 2026 round. Its first quarter report names $104 million of "restructuring costs and executive bonuses" among the reasons its costs rose, restructuring meaning the cost of reorganizing, without tying that sum to a job count. The count of about 800, which eBay has not confirmed in any filing, comes from the Eurofound record, which compiles media and company reports. October's is the latest.

Now the other side. eBay ended 2025 with about 12,300 people, about 700 more than at the end of 2022, despite two rounds of cuts in between. Part of that came from companies it bought, and its filings do not say how much.

Two cautions keep this from meaning more than it does. The total adds up announcements made against different workforces, so it says nothing about what share of today's staff has gone. And year-end counts include new hires and staff from companies eBay bought: 3PM Shield and Certilogo, two AI tools for policing and authenticating listings, in 2023; Goldin, the collectibles auction house, in 2024; then Caramel, an online car sale service, and Tise, a secondhand marketplace, in 2025, according to its annual reports. The filings do not split the rise between hires and acquired staff.

Nothing in the filings says the same people were hired back. What they do show is a company that keeps its size roughly steady while changing who works there. That is our reading of the numbers, and it fits eBay's own description of the plan as aligning "teams and resources" with its priorities.

The new filing follows the January 2024 one closely: the same 9%, and the same good news on results in the same document. This time it costs more and leaves out the job count and the letter to staff.

eBay layoff filings of January 2024 and October 2026, side by side The 2026 filing follows the 2024 one closely, with the same 9%, a bigger severance cost and no job count. Figures from eBay Form 8-K, January 2024, as of October 22, 2026; eBay Form 8-K, October 2026, as of October 22, 2026.

The money is the clearest change. In 2024 eBay expected $90 million to $110 million in charges, and its next annual report put the final cost at $99 million.

Compare the middle of each range and the new plan costs about 40% more, for the same share of a workforce of about the same size. By our head count estimate, that is roughly $126,000 to $140,000 per job against $100,000 in 2024. Actual payments will vary from person to person.

The wording changed too. In 2024 the plan was "intended to reduce operating costs, improve operating efficiency and better align the Company's talent with its strategic priorities." In 2026 the words about cost and efficiency are gone, and only the part about priorities remains.

The 2024 filing also tied the savings to a goal, "to grow expenses more slowly than revenue in 2024." The 2026 filing sets no such goal. Both versions pair the cut with reassurance on results: in 2024, results "at least consistent with" the top of eBay's forecast, and in 2026, results "above the guidance ranges."

Are tech companies laying off more workers in 2026?

Yes, in tech. Challenger, Gray & Christmas, a firm that helps departing workers find new jobs, counts 165,925 announced US tech job cuts through September. That is up 54% from a year earlier, even as total US cuts fell.

Technology made up 29% of all job cuts US employers announced through September, more than any other industry, according to Challenger's September report.

Across all industries, announced cuts were down 39%. Much of that drop is government, where 2025 cuts were heavy; without it, Challenger puts the decline at 15%.

Retail, the other half of eBay's world, is moving the other way. Retailers announced 14,434 cuts through September, down 83% from the same months of 2025, in Challenger's count.

We picked seven better known companies whose filings since August gave the share of jobs they cut, from SEC filings reporting the cost of cutting jobs; it is only a sample. Among them eBay's 9% falls in the middle. The Trade Desk, an online ad buying platform, and Fair Isaac, maker of FICO credit scores, cut the deepest, about 15% each, and Workday, a workplace software maker, the least. Etsy, the company that sold Depop to eBay, cut about 220 people in August.

One word is missing from eBay's filing: AI. Fair Isaac's plan includes "integrating AI-driven product development," and Zscaler's speaks of "additional capacity to support our AI and growth initiatives." Challenger counts AI as the most cited reason for US job cuts this year. It was named in 120,136 of them. eBay's filing gives no reason of that kind, and we do not supply one for it. Its stated reason is the one in its opening lines: lining up its teams and money with its top priorities.

What to watch

  • The actual numbers for July to September: eBay's third quarter results release will show how far above its August ranges the quarter landed; eBay sets the date.
  • Where the cuts fall and what they save: eBay's third quarter earnings call is the next place it can say, since the filing gives neither.
  • The cost of the cuts: eBay's annual report for 2026, due early next year, will state the layoff cost eBay recorded for 2026. Its 2027 quarterly reports will show any later part.
  • Where any US cuts fall: state layoff notices, such as the WARN reports California's Employment Development Department publishes, name sites and head counts when a company files them.
How we counted

People in this round: 9% of 12,300, the staff eBay reported at December 31, 2025, is 1,107. Our second base, 11,975, takes off the about 800 jobs Eurofound recorded in February 2026. Eurofound also calls that 6% of the workforce, which implies a larger base than 12,300, a gap that does not move our range. It adds the about 475 Depop employees Etsy reported at December 31, 2025. Nine percent of it is 1,078. eBay has not published its October 2026 headcount, so both are estimates. In 2024 eBay counted the same 9% of a similar year-end workforce as about 1,000 roles, so we give the range as about 1,000 to 1,100.

Jobs across rounds: about 500 in February 2023 (eBay's filed message to staff) and about 1,000 in January 2024 (8-K). Then about 800 in February 2026 (Eurofound) and about 1,000 to 1,100 now (our estimate), a total of about 3,300 to 3,400. Each round was announced against the workforce of its own date, so the share is only a rough scale.

Severance cost: the middle of $130 million to $150 million is $140 million and the middle of $90 million to $110 million is $100 million, 40% more. Per person, $140 million over 1,107 people is about $126,500, over 1,078 people about $129,900 and over 1,000 people $140,000, against $100,000 per role in 2024, or about 27% to 40% more. This depends on our headcount estimate, which assumes the February cuts all happened, all Depop staff stayed and other hiring and departures netted out.

Frequently asked questions

How many employees is eBay laying off in October 2026?

eBay's October filing says about 9% of its global workforce. It gives no number. By our estimate that is about 1,000 to 1,100 people, based on the roughly 12,300 people eBay employed at the end of 2025 and its own count of about 1,000 for the same 9% in 2024. An earlier round of about 800 jobs was recorded in February 2026.

When will the eBay layoffs happen?

eBay announced the plan on October 20, 2026 and expects it to be substantially complete by the end of March 2027. Most of the $130 million to $150 million cost will be recorded in the October to December 2026 quarter. Timing can vary by country because of local consultation rules.

Is eBay laying off workers in the US, California or Ireland?

The filing does not say where the cuts fall. About 7,200 of eBay's roughly 12,300 people were in the United States at the end of 2025, and its headquarters is in San Jose, California. Eurofound recorded about 50 Dublin jobs in the February 2026 round.

Is eBay in financial trouble?

The October filing says results for July to September 2026 will beat the forecast ranges eBay gave in August. It gives no figures yet. eBay's quarterly report for April to June shows total debt of $6.7 billion at June 30, 2026. Its results release put cash and investments at $4.9 billion that day, before it paid for Depop in July.
