Insights

Private sector job losses amid persistent wage growth suggests labor market cooling without significant wage pressure easing.

The June ADP report reveals a concerning shift in private sector employment, with a loss of 33,000 jobs—a meaningful decline from May's revised 29,000 gain. This marks the first monthly job contraction in recent reporting periods. The labor market is displaying classic late-cycle behavior with uneven performance across sectors.

The report exposes a bifurcated economy: goods-producing sectors added 32,000 jobs (with manufacturing contributing 15,000), while service sectors shed 66,000 positions. Professional/business services (-56,000) and education/health services (-52,000) experienced substantial contractions—traditionally defensive sectors that rarely lead downturns.

Business size analysis reveals structural vulnerabilities: small establishments cut 47,000 jobs while large firms (500+ employees) added 30,000, suggesting small businesses face greater operational pressures. This divergence indicates potential liquidity or demand constraints affecting smaller enterprises disproportionately.

Despite job losses, annual wage growth remains stubbornly elevated at 4.4% for job-stayers—only marginally below May's 4.5%. Job-changers continue commanding premium compensation at 6.8% growth. This wage resilience despite employment contraction suggests structural labor market tightness persists even as hiring demand softens.

The combination of job losses with sustained wage growth presents a complex picture for monetary policy—employment weakness argues for accommodation, but persistent wage inflation complicates rate cut decisions. This report likely increases market expectations for measured policy easing rather than aggressive cuts.

ROSELAND, N.J., July 2, 2025 /PRNewswire/ -- Private sector employment shed 33,000 jobs in June and annual pay was up 4.4 percent year-over-year, according to the June ADP National Employment Report® produced by ADP Research in collaboration with the Stanford Digital Economy Lab ("Stanford Lab"). The ADP National Employment Report is an independent measure and high-frequency view of the private-sector labor market based on actual, anonymized payroll data of more than 25 million U.S. employees.

The jobs report and pay insights use ADP's fine-grained anonymized and aggregated payroll data to provide a representative picture of the private-sector labor market. The report details the current month's total private employment change, and weekly job data from the previous month. Because the underlying ADP payroll databases are continuously updated, the report provides a high-frequency, near real-time measure of U.S. employment. This measure reflects the number of employees on ADP client payrolls (Payroll Employment) to provide a richer understanding of the labor market. As of January 2025, ADP's Pay Insights measure captures nearly 14.8 million individual pay change observations each month, up from nearly 10 million when it launched.

"Though layoffs continue to be rare, a hesitancy to hire and a reluctance to replace departing workers led to job losses last month," said Dr. Nela Richardson, chief economist, ADP. "Still, the slowdown in hiring has yet to disrupt pay growth."
