Rhea-AI Filing Summary

Dominion Energy, Inc. reports that a federal district court has granted a preliminary injunction in favor of its subsidiary Virginia Electric and Power Company regarding the Coastal Virginia Offshore Wind (CVOW) project. The injunction responds to a prior Bureau of Ocean Energy Management order that directed OSW Project LLC to suspend all ongoing CVOW activities for 90 days. With the injunction in place, work on the CVOW project will resume while Virginia Power’s lawsuit challenging the agency’s action continues in court. Virginia Power holds 50% of the membership interests in OSW Project LLC, which is developing the project.

Insights

Preliminary injunction lets Dominion restart key offshore wind work, but legal outcome remains unresolved.

The filing explains that a U.S. District Court granted a preliminary injunction allowing work on the Coastal Virginia Offshore Wind (CVOW) project to resume. This follows a Bureau of Ocean Energy Management order directing a 90-day suspension of all ongoing CVOW activities at OSW Project LLC. The injunction is an interim legal step, not a final ruling on the underlying dispute.

CVOW is a notable offshore wind initiative, and resuming work may help Dominion Energy and its Virginia Power subsidiary avoid near-term construction disruption while litigation proceeds. However, because this is only a preliminary injunction, the longer-term status of the project still depends on the outcome of Virginia Power’s lawsuit and any future regulatory or court decisions.
