Insights

PHMSA approval of the Las Flores restart plan is a key regulatory milestone.

The approval by PHMSA of Sable Offshore Corp.’s Restart Plan for the Las Flores Pipeline System (Line CA-324 and Line CA-325) removes a major regulatory hurdle. For pipeline and offshore operators, such approvals are essential because they govern whether critical infrastructure can operate and transport hydrocarbons.

This step indicates that PHMSA has reviewed and accepted the company’s restart approach for safety and compliance. While no financial figures are given, the ability to restart a key pipeline system can be important for restoring or expanding throughput tied to production and revenue.

Investors will likely focus on how and when Sable Offshore implements this approved plan and any subsequent operational updates related to the Las Flores Pipeline System following the December 22, 2025 approval letter attached as Exhibit 99.1.
