public-private partnership technical
"a major public-private partnership led by the Georgia Department of Transportation"
A public-private partnership is a collaborative arrangement where government entities and private companies work together to fund, build, and operate projects or services that benefit the public, such as roads, schools, or hospitals. For investors, these partnerships can create opportunities to invest in infrastructure and services that have long-term stability and potential for steady returns, as they combine public support with private sector efficiency.
managed lanes technical
"our first managed lanes project in Georgia"
Managed lanes are specific highway lanes that are actively controlled—by tolls, vehicle restrictions, or variable access—to keep traffic flowing faster than adjacent lanes. Think of them as an express checkout lane that charges a fee or reserves space for certain users to reduce wait times. They matter to investors because they can create steady toll revenue, change traffic patterns that affect broader road usage, and involve long-term contracts or government approvals that influence project risk and returns.
comprehensive development agreement technical
"through a separate comprehensive development agreement"

We look forward to working alongside our public and private partners to deliver this project, seeking to enhance connectivity and create long-term value across Greater Atlanta.” The Georgia Department of Transportation (GDOT) selected the Ferrovial-led consortium, which includes Tikehau Star Infra, to finance, design, build, operate, and maintain Phase 1 of the I-285 East Express Lanes project under a long-term agreement. Phase 1 includes approximately 21 miles of new express lanes and key connections among I-285, I-85 and SR 400. Additionally, through a separate comprehensive development agreement, GDOT will collaborate exclusively with Top End Mobility Group to advance the delivery of the remaining phases of the I-285 East Express Lanes. Once all phases are complete, the project would provide approximately 37.5 miles of new express lanes in each direction, connecting major business, employment and residential centers across Fulton and DeKalb counties. Ferrovial has successfully delivered and operated express lanes in other growing U.S. metropolitan areas, including Dallas- Fort Worth, Charlotte and Washington, D.C.
